Project Compass Operation Cracks Down on “The Com” With 30 Arrests and 179 Suspects Identified

In a major win for international law enforcement, Project Compass has dismantled key parts of “The Com” (short for Community), a decentralized cybercrime collective blending violent extremism with online extortion and ransomware.

Launched in January 2025 and ongoing, the operation coordinated by the European Counter Terrorism Centre (ECTC) resulted in 30 arrests and the identification of 179 suspects.

This transnational effort highlights the growing fusion of cyber threats and ideological extremism.

The Com’s Cyber Threat Landscape

“The Com” thrives on digital platforms like social media, messaging apps, gaming sites, and music streams. Its subgroups weaponize the internet for chaos:

  • Cyber Com: Launches network intrusions and ransomware attacks targeting online commerce and critical infrastructure, disrupting businesses and economies.
  • Offline Com: Pushes real-world violence, property damage, and terrorism to spread nihilistic ideologies.
  • (S)extortion Com: Grooms minors via sextortion, forcing self-harm, explicit content creation (including CSAM), and crimes against people or animals, often using blackmail material for control.

A notorious subgroup, 764, has escalated since 2021. It recruits vulnerable youth, intertwines with satanic and accelerationist networks, and escalates from grooming to violent acts.

These tactics create transnational virtual networks (TVNs) that evade traditional policing through decentralization.

Uniting 27 partners, including Australia, Canada (RCMP), FBI, HSI (US), UK NCA, and EU nations like Germany, France, and the Netherlands, Project Compass fosters info-sharing, joint investigations, and data sprints.

It supports counter-terrorism (CT), CSAM, and organized crime units while advising on prevention.

The operation addresses “The Com’s” complexity, where extremists exploit digital tools for extortion, manipulation, and societal destabilization.

These gains protected vulnerable users and disrupted “The Com’s” online pipelines. Law enforcement urges vigilance: report grooming or extortion via platforms like Europol’s hotline.

Mitigation Steps for Individuals and Orgs

  • Monitor youth online activity for 764 or “Com” keywords.
  • Deploy endpoint detection for ransomware linked to Cyber Com.
  • Use multi-factor authentication and report intrusions promptly.

Project Compass proves coordinated action can counter hybrid cyber-extremist threats. Subscribe to Europol updates for alerts.
